Can the cutter be used to cut card stock approx .030 thick?

Since this cutter is specifically designed for foam board, we cannot confirm 100%. But, given that your paper stock is thinner, we don't see a reason why it wouldn't work. will this cut corrugated plastic?

These cutters are meant for foam core board, which tends to be quite a bit softer than corrugated plastic. Unfortunately, for that reason, we do not recommend these cutters for corrugated boards.
