Binder rivets are used to mount binder mechanisms to covers to create ring binders. They are attached using a rivet setting tool and a hammer. Simply slip the rivet through the back of your cover (so the flat-end is facing out), place the rivet setting tool against the open end on the inside of your cover, and hit the tool with a hammer. This will turn the rivet in on itself, creating a firm bind.
